Shift two – decision-making

Shift two, as captured in Figure 7.4, moves the practice of commissioning from ‘doing to’ or ‘doing for’ people and communities when consultation about needs, responses, objectives and actions may take place but there is heavy reliance on professionals who believe they know what is best, prioritise as best they can and allocate finite financial resources to these ends. Commissioners completing this shift end up ‘doing with’ people and communities, collaborating as equal decision-makers, relinquishing power in a co-commissioning relationship.
